That is the most likely reason. Check to make sureb the slide in the carb runs all the way up and down. You should be able to find the problem without too much trouble.

mine did the same thing. check for burrs on the carb slide. make sure the clip is strait and not tilted. make sure you have the carb spring in there....... i think mine had a small burr that i couldnt see but when i ran the bike for like 5 min i think the fule lubed things up.

your throttle cable looks to be snaked around the frame etc. that will cause the thing to bind another thing that will cause binding is the twist grip dragging on the handlebars and the handgrip itself dragging on the twist grip housing.
Looking again at your pictures your clutch cable is gong to be a pain in the rear as you have it wound up on the frame. Don't forget to get the brake cables installed before you blast off.

Best not to wrap the control cables on your frame.
