Mmm...I've never had a problem with getting my engines through LEB on eBay. None at all, and the prices are much cheaper than the online stores. Looks like you got a really bad deal. Why not expose the "company"?
Oh, and ALWAYS strip down a new engine and rebuild it...it'll assure all the parts are in working order, and you'll be sure that no foreign objects are in the case. You can also sleep knowing that YOU made sure everything is ship-shape before you try turning-over the engine for the first time.
