What you are describing is a dead engine. It makes sounds similar to running when you are forcing it to turn over by pedal power because as the piston moves up and down it is still drawing air through the carburetor and blowing air out of the exhaust, like an air pump.

1. Check the spark plug for a good blue/white spark.
If you have no spark, let us know and we'll diagnose it further.
If you do have spark then the engine is having a fuel delivery issue.
That should be easy to fix too.
