Check for intake or exhaust leaks, check your valve adjustment again. The stock intake airbox has brass spacers that can push through the box and cause a slight intake leak. I recommend replacing it with an aftermarket airfilter, if you haven't already. If everything looks fine, your carb might be starting to get gummed up, or you have unreal expectations from what is essentially a utility engine

49cc HS = Huasheng 4-stroke, a copy of the Honda GXH50.
