Try adding another wind to the rope. To do that and after removing it from the engine, take the rope handle off, let the rope go back in, and turn it another revolution. Use something like vise grips to hold the end of the rope when you do it. Getting the rope back in the hole will be tricky too but it can be done.
I can't remember now which direction it is to add more tension, but it may be counter clockwise.....which ever way creates a stronger pull on the rope.
