In between the engine body and the spinner thing. I had a washer there I couldn't leave in there and my shaft was too short to keep the lock nut too, so I had to improvise with a thinner nut. At least it was like this on mine.
Another thing to question is the amount of pull that is needed to retract the rope. If you don't have a problem with too much pressure from these two things pressing together, then maybe all that's needed is another wind on the rope. If you do, then be careful because if you lift that thing out it may cause the spring to be sprung.
