Electric is expensive. Forget that with your budget. What kind of building skills do you have? How familiar are you with this stuff? If it is all new to you you may have some trouble staying within budget if you want to go four stroke. If you are handy then maybe you can. If it were me I'd give a hard look at a Cantilever framed bike so you have plenty of room. A predator engine is going to cost less than just about anything and give you 98cc to work with which is plenty. Then take a look at the in frame friction builds of WayneZ and Cannonball2, maybe others by now. Looks like a good way to go and pretty low budget.
If you are not handy, then go with a two stroke kit on whatever you like. You can stay within budget and learn a whole lot. Later on tackle something more ambitious or costly.
Nothing is written in stone. These are just thoughts off the top of my head.
