Like Baird was saying, you can't have a headset that's too tight, other than that just about any bike can be ridden with no hands really and I find it really helps to have a throttle that sticks so you can cruise at a set speed with no hands. My blue bike is a perfect 'no hands''s got a nice sticky throttle....seriously.
