Let this story be a warning to those who think they ought to sell and service motorized bikes without knowing what they're doing, and to those who would patronize such "businesses."
Those are hose clamps. There's also rubber in between the engine and frame. Do not ride this bike at all in this condition. You will be injured.
The broken engine mount studs are going to have to come out. They might be removable with a pilot hole and an easy-out, they might need to be drilled out and retapped or helicoiled. Hope for the former, plan for the latter.
I'm very confused about why you didn't just buy a new pedal chain for the original bike. It seems like that would have been the obvious simple solution.
