Guessing you're talking about a two stroke. If you're talking about the clutch arm on the engine, the rest position is pointing roughly straight back, and the cable pulls it counterclockwise (when looking down on it). It's very hard to push with just your hand, but the leverage that the clutch lever at the bars gives you is enough.

The clutch arm will flop loose if you're moving it clockwise from that position, because that's not how it's supposed to work.
