If it were me, I would do an expansion pipe and new air cleaner (and make sure the carb is tuned right) before I changed the sprocket. More power out of the engine will deal with the hills without sacrificing top end.

If you still have trouble with the hills after that, then change the sprocket, and you should be able to do a milder sprocket change, saving yourself some top end (in comparison with changing the sprocket and leaving the engine stock).
