I removed the head from one of my 70cc engines and I need to know the proper torque setting for the head bolts.

Indeed 12 ft/lbs. Most brutish fellows don't have a torque wrench that accurately goes that low. Best to have a small 'en and a big 'en.

I "borrowed" a torgue wrench from the auto parts store when I had to pull my head.

You can approximate 12 ft/lbs. by grabbing a 3/8 drive ratchet at the "head" (do not grab it by the handle, you'll pull the threads out of everything you tighten!) and tighten it as tight as you can get it....if you're a brutish fellow.
