Exclamation engine won't start, clutch problems??

installed the kit today and it isnt starting. I peddle it and i'm not sure it is cranking properly it is pretty resistant but i'm not sure. The clutch lever on the motor is lined up with the bike. I used the tickle switch and choke. I was wondering if i could possibly measure it with a multimeter??? Also it is getting gas the gas is also dripping out the carb not where the gas comes in but down from there. I don't know if this is flooding the carb? any help would be appreciated.

make sure gas petcock lever is in line with gas line(on position),push primer twice, then with clutch pulled in and choke up/closed ,peddal up to 10mph and release clutch and keep peddaling then pull in clutch and let idle, while giving some throttle.if engine starts, after 1 minuite push choke down/open.
if engine didnt start repeat this again.if still not starting check all wiring.

during hot temeratures the choke may need to be half closed or fully down to start engine.
when not using bike turn off gastank petcock.
