Default clutch disrepair

in this 80cc chinese motor, that rod in the middle of the lock nut(which I cant get off for some reason)wiggles... or has alot of play. Is this normal? ref pic attached i hope

look at the classic posts. total engine tear down. I show how to take the clutch apart mater of fact the whole engine. that little shaft that the starr nut goes on to does wiggle a little but you can not take it out you have to take the whole shaft with the bearing out to get to it. I show it taken apart.
