It in no way can replace doing it properly, IE: changing the fuel jet but....
Raising the float level can enrichen the mixture.
Lowering it can lean the mixture.

the float is what makes fuel availible to the jet, the vacumn of the engine causes fuel to flow up the jet to mix with air flowing thru the carb as long as there is enough fuel in the float bowl yer ok, by making the jet smaller you restict the amount of fuel- leaner, enlarge the jet, more fuel-richer.frank

I had absolutely no choice but to adjust the float level in my carb it was set stupid high from the factory. Almost like some assembly person just put the pieces together and never checked for any proper setting. Quality control? Hahahah! yeah right! I do not think that there really is much at all when these are assembled.

the boys on those video's ought to be able to fix your problem!!! at least one got his engine to run and it wasn't even on a bike!! Good way to set the seal in place or what ever he was doing??? Might need a bigger hammer on those leaky seals or a little tight wood ruff key on the crank. I'd like to see more videos of that high quality work, looks like they are having fun.
