A bicycle or motorcycle shop. I got one at the local bike shop.

here is a link to one on ebay. most good bicycle shops will have this one. do not buy a cheap schinn or kmart one. go with park. they are the best tools out thier. and no i do not own stock in park or anything else i just have a lot of their tools

here is a pictorial i did on how to use it. not real great but it will help
motorized bicycle chain (removing and adding chain links)

I use a 4" grinder and a small straight slot screw driver to pry the link open... never a problem.
