Discussion at Motorized Bicycle Engine Kit Forum in the Paint Booth & Chop Shop forum. Yea the seat stays on that frame are bolted on at the top...it's more like a rivet type ...

Yea the seat stays on that frame are bolted on at the top...it's more like a rivet type thing at the drop outs though. You pull the seat clamp bolt out and you can pivot them fore and aft. Frame is not bent, steering tube is in sad shape though...might be able to pull it back without too much fuss but I'm a long way from worrying about that

Lately every time I look at that old CCM frame I have visions of a 1910'ish Indian that I have to fight off...I must finish the RIff Raff bike first!!

Okay forget that.....

I thought it was a seatstay lug like this:
Velo-Retro: Peter Johnson

but as Rockenstein pointed out, there's rivets at the bottom ends of the seatstays too.

I wouldn't use that frame either.
You'll hit a big bump going fast and that rear wheel is gonna lengthen your inseam something fierce......
