I think it's a 21". when I was pedaling it, I had the seatpost WAYYYYYYY out there (I use a saddle height of 83CM and 60-63CM frames on my pedal bikes)

Correct me if I'm wrong but you used the original clamshell from the front, drilled through that and through the frame and put a bolt in it?

Absolutely correct!
I have a 6mm bolt in there right now, but I'm changing it to a 8mm one this weekend.

OK, so I went to change the front bolt out from a 6mm tinfoil bolt to a 5/16 Grade 8 bolt. I replaced the rear studs with Grade 5.5 metric bolts (metric all-thread's not available here)
After getting everything loose I found that since I took the front derailleur off I can get the motor to set down on the frame the "proper" way.
So no single bolt in the downtube, I have the saddle and clamp plate fastened down the "correct" way.

Yes it will. I'm concerned about the hole causing a stress riser at that location, but sticking a bolt in it would not change that.
It's in the location of the bottle cage holes/bosses, so perhaps this is a low-stress location.
It's one of the spots that gets checked pre-flight.
