I want to do some design work on paper. I need the rim and over all tire dia for the worksman wheels. With a big tire on them. Where I'm living right now I don't even have a bike around to measure.

Well, tire installer is dealing this kind of issues on daily basis, so for better information on this, you could discuss this with tire installer or dealer.
