I would try wrapping the inside baffle with fiberglass. I have used insulation in the past but there are motorcycle parts vendors that sell expansion chamber "packing". Over time it get oil loggeg and needs to be changed. I have run it in all my motorcycles with aftermarket chambers. Might be worth a try for noise....
