There is no right to travel under the constitution. You should read the constituion one day and see how much our government does that is no where defined as a gov't power in the constitution.

Concrete, I do not have any pity for your situation since you didn't learn from your first DUI. Many states do not allow the use of any motorized conveyance with a suspended license even if a license is not required to use it legally e.g. self-propelled lawnmotor, electric bike etc..etc..
I say this because my best friend's sister was killed by a drunk driver; her name is Beth and she died May 12, 1990.
